Structure of railway access charges from 2009

ORR consultation (65 pages, PDF) on the structure of access charges for Network Rail's infrastructure (track access and station long-term charges) from April 2009.

The paper highlights proposals for a new reservation charge (which would be levied on contractual rights that are not exercised), and makes no proposals for fundamental change to freight and non-franchised operator charges. ORR intends to leave the detailed development of much of the charging regime (such as the level and structure of usage charges and the allocation of fixed charges) to Network Rail, subject to regulatory approval.
