BBC Trust consultation on 3G mobile TV syndication

BBC Trust consultation (about 2 pages) on a proposal (7 pages, PDF) by the BBC Executive to continue syndicating mobile television channels on some 3G networks.

The competitive impact assessment put forward by the BBC Executive identifies a risk that the provision of BBC television on an unmetered basis could prevent commercial channels for charging on a pay-per-view basis. In the trials that have taken place all TV viewing was unmetered. The assessment concludes that “it is not possible to predict whether MNOs and other managed service providers will change their charging strategy in the future”.

There is no "market impact assessment" (and no Ofcom involvement) as content syndication does not require a BBC service licence.
