Faster rises for trade effluent charges in Scotland

WICS consultation (18 pages, PDF) on Scottish Water's future trade effluent charges. WICS suggests that the harmonisation cap and treatment cap introduced by Scottish Water in 2002 to limit the adverse impact on some customers from the introduction of uniform charges across Scotland and from new or upgraded treatment of trade effluent may infringe the Competition Act 1998 or Article 82 (as a discriminatory abuse) and/or Article 87 (as a State aid through the use of Scottish Water's funds). The main proposal is to replace the current 15 per cent cap on annual increases with an increase to the full tariff for all customers in three equal steps for 2007/2008, 2008/2009 and 2009/2010. Responses by Monday 25 September 2006.
