Rejection of Silverlink challenge to delay minutes benchmark

ORR decision (15 pages, PDF) upholding a decision of the Access Dispute Resolution Committee (ADRC) that the benchmark for delay minutes specified in Network Rail's local output statement for Silverlink, which was calculated primarily on the basis of a top-down allocation of a network-wide target of 12.3 million delay minutes, did not amount to a failure to meet Silverlink's reasonable requirements because it took "adequate account of local issues" and of Silverlink's representations.
