Page 46 (48th page in the PDF) shows the number of competition decisions and case closures reached, and investigations started, during the year.

The low number of decisions is explained as follows:

In 2006/2007 we reviewed existing casework against this [prioritisation] criterion. This led to a decision to close much of the existing portfolio of cases to avoid diverting resources from high-impact cases. Closing these cases in itself involved a significant commitment of resources which prevented us from meeting the output targets set out in our annual plan.

In terms of case closures, the annual plan expectation was for between 20 and 30 published case closure summaries. The number of cases closed during the year was 12, and case closure summaries were published for only three of them. A further five OFT case closure summaries have been published since 1 April 2007.
