Update on the strategic review of Scottish Water charges

WICS letter (4 pages, PDF) to the Deputy Minister for the Environment & Rural Development providing an update on the strategic review of charges. Annex 1 (2 pages, PDF) outlines a possible mechanism for passing through the benefits of financial outperformance by Scottish Water to customers during the 2006-2010 control period. Annex 2 (1 page, PDF) suggests that part of any financial surpluses should be retained by Scottish Water as a reserve held in gilts, perhaps from 2010 onwards. Scottish Water's second draft business plan (649 pages, 11.7MB PDF) was also published.
