Ofcom response to BBC Charter Green Paper

Ofcom's response (40 pages, PDF) to the Government's Green Paper on the review of the BBC's Royal Charter. On market impact, Ofcom agrees with the Government's proposal that Ofcom should undertake a market impact assessment as part of the BBC Trust's evaluation of whether to launch a proposed new BBC service, but thinks that it should provide a corresponding assessment in the case of significant changes to existing services. Ofcom also calls for "independent oversight" of the BBC's Fair Trading Commitment. For a brief comment on the competition points made see this Ofcomwatch entry.
