G3 proposals for distribution structure of charges

ScottishPower EnergyNetworks proposals (72 pages, PDF) to implement a G3 "forward cost pricing" method to set its electricity distribution use of system charges.

The company has also published additional documentation on this proposal, including reviews by Frontier Economics (58 pages, PDF) and Reckon LLP (16 pages, PDF).

The methodology statements that would result from the proposal are on Ofgem's website.

Ofgem has 28 days to announce a consultation or a decision.

Update, 4 June 2008: a revised version (72 pages, PDF) of the proposals has been issued to correct a typographical error in appendices 6a and 6b. The original version (72 pages, PDF) is still available from the SPEN website.
