Irish electricity: structure of network charges for generation

NIAER/CER consultation (32 pages, PDF) on connections and transmission use of system charges for generators in the future single Irish electricity settlement area. The paper proposes that a harmonised system of charging based on shallow connection charges (but with deep reinforcement timeframes for the grant of firm transmission rights) and locational use of system charges be implemented across Ireland from January 2008. Locational charges would be based on average costs per MW-mile for network components, in line with the existing Eirgrid approach, and there would be monetary flows between the network operators in Northern Ireland and the Republic to reconcile the charging system with the price controls in each jurisdiction.
