ORR procedure for approving railway closures

ORR statement (13 pages, PDF) of the procedures that it will follow when asked to approve proposals for the closure of railway passenger services, passenger networks or stations. The Railways Act 2005 transfered decision-making powers on closures from ministers to ORR, and introduces statutory ministerial closures guidance (38 pages, PDF). ORR's role is limited to reviewing the analysis provided by the authority seeking approval for a closure against the requirements of the guidance.
