BBC Charter 2007-2016: regulatory impact assessment
DCMS impact assessment (44 pages, PDF) published in conjunction with the White Paper on the BBC Royal Charter. The documents considers radical alternatives to the licence fee (Government funding, advertising, subscriptions and mixed funding); options for BBC governance and regulation; options for content commissioning; options for ex ante regulation for competition purposes; and options for the oversight of the BBC's commercial services. There is an attempt (section 8) at quantifying the costs and benefits of options in all these areas.
