Future changes to Network Rail track access conditions

ORR decision document (66 pages, PDF) requesting that the industry steering group overseeing changes to the network code should propose by March 2006 some revisions in relation to vehicle change and network change processes, rights for third parties e.g. funders, and information exchange. The document draws on ORR's July 2005 emerging conclusions and industry responses and does not propose any further development of the principle of "appropriate compensation" for changes such as compulsory reductions in access rights, or any details of "what special provision should be made to avoid perverse behaviour" associated with the compensation arrangements.
