Reopening of price control for electricity prepayment meters

Ofgem consultation (25 pages, PDF) on possible changes to the rules governing the recovery of costs incurred by electricity distribution companies to replace prepayment meters, e.g. to implement new technologies. Ofgem appears to have reached the view that the price control licence conditions that it established for this purpose in early 2005 leads to perverse incentives for companies and imposes an unfair cost burden on prepayment meter users. Specific proposals are made for a new regime, and distribution companies are invited to indicate whether they would accept the changes to the price control licence conditions that this would entail. Responses by 10 November 2006.
