Scottish Executive consultation on railway closures process

Transport Scotland consultation (82 pages, PDF) on the implementation of new statutory provisions on railway closures and minor modifications. The Railways Act 2005 transfers decision-making powers on closures from ministers to the Office of Rail Regulation (ORR), and introduces statutory ministerial guidance on closures that ORR must follow in making these decisions. The bulk of the consultation document is the draft guidance that Scottish Ministers propose to issue to ORR for this purpose, which appears to be similar to existing UK Transport Analysis Guidance and the former SRA's Appraisal Criteria (68 pages, PDF). Responses by Friday 21 April 2006.

Update, February 2007: The SRA guidance seems to have disappeared in the DfT website changes. It has been superseded by WebTAG 3.13 according to this.
