Electricity distribution discretionary surcharge scheme

Ofgem letter (9 pages, scanned PDF) confirming the rules of a discretionary "reward" scheme proposed in October 2005. The scheme will increase electricity distribution charges in areas served by distribution companies that can convince a panel of judges (yet to be appointed) of the worthiness of their priority customer care initiatives, corporate social responsibility initiatives and wider communications strategies. The total surcharge under the scheme would not exceed £1 million a year in total over Great Britain.
