European Commission proposals on transmission unbundling
Explanatory memorandum (21 pages, PDF) and impact assessment (107 pages, PDF) of proposals by the European Commission to amend the regulatory regime for electricity and gas through:
- Proposed amendments (45 pages, PDF) to Directive 2003/54/EC (electricity).
- Proposed amendments (48 pages, PDF) to Directive 2003/55/EC (gas).
- Proposed amendments (36 pages, PDF) to Regulation 1228/2003 (electricity interconnectors).
- Proposed amendments (37 pages, PDF) to Regulation 1775/2005 (gas).
- A proposed regulation (51 pages, PDF) to transform ERGEG into an Agency for the Cooperation of Energy Regulators.
The main proposal is to mandate the establishment of independently owned electricity and gas transmission companies or transmission system operators. There is no proposal to require a similar unbundling for distribution.
