Proposed ORR decision on Crossrail

ORR draft decision (12 pages, PDF) proposing to grant the Government a long-term option over access rights to Network Rail infrastructure in connection with the Crossrail project.

The rights would last for 30 years (against the 50 years applied for) and be subject to a buy-back mechanism. The document refers to ORR's policy on long-term access rights options for reasoning and details.
