ERGEG paper on availability of firm transmission capacity

ERGEG paper (13 pages, PDF) suggesting that firm capacity (with full compensation for curtailment) should be made more generally available on electricity transmission networks in Europe. The paper starts from a claim that “firmness of transmission capacity rights is important for cross-border trading, market integration and competition development” and considers some aspects of how it might work.
