South Western rail franchise stakeholder briefing

Department for Transport briefing (17 pages, PDF) on the invitation to tender for the South Western passenger rail franchise, which is to operate South West Trains and Island Line for 10 years from 4 February 2007. The shortlisted bidders were Arriva, First, GNER/MTR, National Express and Stagecoach (the incumbent), but National Express has abandoned its bid and GNER has recently expressed concerns about the current franchising regime. The document does not mention competition or open access. Bids are due by Friday 30 June 2006.

Update, 13 June 2006: Article in The Independent reporting that GNER has pulled out of the bidding.
