NAO review of regulatory impact assessments 2005/2006

National Audit Office report (49 pages, PDF) on a sample of regulatory impact assessments produced by the DCMS, DfT, DTI and Home Office in 2005/2006. The main criticism is that "RIAs are often not used in the right way" — the NAO considers that impact assessments "should be used to evaluate all options to identify the most appropriate approach" and to identify "regulatory solutions that do not impose unnecessary costs on those being regulated". Some departments are also criticised for not consulting with the OFT on the competition impact of their regulatory proposals.
