Delay to shadow credit rating for Northern Ireland Water

Ofreg consultation (2 pages, PDF) on a proposal (1 page, Microsoft Word) to delay until 31 March 2008 the requirement for Northern Ireland Water (a State-owned, State-financed company) to obtain a letter from a bank or accountant stating that its financial situation is similar to that of a borrower with an investment-grade credit rating. Northern Ireland Water asked for the delay (from the original September 2007 deadline) as a result of the postponement of, and uncertainty over, residential user charges. Responses by Friday 17 August 2007.
