New ORR competition law guidelines

ORR guidelines (64 pages, PDF) on the application of the Competition Act 1998 to services relating to railways. The guidelines update and replace those published by ORR in November 2002, and provide information on how ORR interprets its role as a competition authority and its responsibilities to enforce Article 81 and Article 82 under Council Regulation 1/2003. The guidelines also provide guidance to complainants on "the type of information required by ORR before it will take up a complaint about anti-competitive behaviour under the Competition Act" and contain an annex with a "template submission" for the provision of the evidence required by ORR. ORR has also published some conclusions (3 pages, PDF) from the consultation process on the draft guidelines.
