Possessions management on London Underground

Halcrow report (52 pages, PDF) for the Office of the PPP Arbiter on the development of measures of "efficiency" in the management of Infraco possessions on the London Underground infrastructure. The report proposes various productivity measures for different stages of possessions planning and use. The ultimate aim of the exercise appears to be to inform estimates of the scope for efficiency improvement in these areas, presumably as part of a future review of the financial terms of the PPP contracts.
