Possible powers for London Mayor over rail outside London

Department for Transport consultation (26 pages, 4.4M PDF) on ways of addressing the accountability deficit that would result from granting powers to the Mayor of London to vary State-controlled rail services/franchises outside London. The proposed powers could extend as far as Sevenoaks, High Wycombe, St Albans and Hertford, but would apparently not apply to the West Coast Main Line except for Silverlink Metro services. Responses by Wednesday 31 May 2006.
