No change to Ofcom policy on end-to-end connectivity

Ofcom statement (29 pages, PDF) on end-to-end connectivity, confirming its policy to impose a special obligation on BT to arrange for interconnection between all UK networks. This obligation was considered by Ofcom to reduce or remove BT's countervailing buyer power in the context of competition and regulation of mobile voice termination rates. See Countervailing buyer power in telecoms | viewpoint: Franck.
