French competition authority view on gas transport charges

Conseil de la concurrence opinion (11 pages in French, PDF) on a tariff proposal for use of gas transmission networks. This acknowledges the need for several balancing areas but hopes for a future reduction in the number.

The conseil notes the premium rate of return allowed for investments which address congestion, and considers it to be a justified "tariff response" to the lack of direct powers available to the regulator to direct pro-competitive network investment. It recommends that CRE should gain powers to control investment.
