Ofgem consultation on G3 FCP distribution charging

Ofgem consultation (39 pages, PDF) on ScottishPower EnergyNetworks' proposal to use a G3 "forward cost pricing method" for EHV, combined with a revised approach at HV and LV, to set use of system charges for its distribution network.

Ofgem states that “this proposal represents a significant step forward” but raises a number of issues about both the EHV and HV/LV elements of the method, including including a possible risk of conflict with SPEN's proposals on IDNO charging.

Update: combined IDNO/G3 proposals put forward by SP Energy Networks on 2 July 2008.
