Consultation on EU cross-border transmission infrastructure
ERGEG review (31 pages, Microsoft Word) of the current regulatory arrangements for new cross-border electricity transmission infrastructure within the European Union. The paper appears to suggest that regulators should be given a Community law duty to take account of interests of "European or regional customers", and that this would enable them to work together to provide a full cross-border "regulatory contract" for interconnectors.
