Report (52 pages, PDF) by an Ofgem-convened electricity industry group, the Access Reform Options Development Group (ARODG), discussing various options for the reform of electricity transmission access rights, focusing on the financial guarantees given by applicants for new generation connections to the transmission network and on possible financial commitments to be sought from existing generators.
