Debt financing of Phoenix gas transmission
Ofreg consultation (12 pages, Microsoft Word) on the proposed "mutualisation" (debt-only financing) of Phoenix's gas transmission infrastructure (Ballylumford-Belfast pipeline) through its acquisition by Northern Ireland Energy Holdings, the debt-financed vehicle that already owns the gas and electricity interconnectors between Northern Ireland and Scotland. The two gas pipelines would be operated as a single system. Responses by Tuesday 24 July 2007.
