Second consultation on Abu Dhabi sewerage price controls

RSB consultation (27 pages, PDF) on price controls for the Abu Dhabi sewerage company ADSSC. The document (dated 1 February 2007 but PDFd and placed on the website on 13 February 2007) is very similar to the first consultation (September 2006). The main apparent development is a more sceptical approach to the feasibility of including revenue drivers in the revenue limit formula. RSB's approach to productivity and input price projections remains limited to the following sentence:

Adjust the demand-adjusted opex for efficiency improvement expected over the control period (e.g. 5% decrease in opex per year).
