European Commission slow to investigate ferry State aids?

European Ombudsman draft recommendation (HTML, about 6 pages) to the European Commission following a complaint by an unnamed complainant against the apparent failure of DG Competition and DG Energy and Transport to investigate alleged State aid by the regional government of the Azores to companies operating ferries between the islands.

The Ombudsman found that there had been maladministration by the Commission: "2 1/2 years cannot be considered a reasonable period for a decision on whether or not to start an investigation". He also highlights the time taken to translate documents and the Commission's failure to come to any conclusion more than a year after receiving information from the Portuguese authorities.
