Barriers and incentives to distributed generation/CHP

DTI/Ofgem consultation (65 pages, PDF) on incentives and barriers that impact on distributed electricity generation, including distributed CHP (and distributed heat/cooling-only technologies) and microgeneration. The scope of the review includes wholesale market (not including the renewables obligation and EU ETS), licensing, and distribution cost/incentive issues (e.g. revenue drivers, IFI and RPZs). Compliance with EU State aid rules is not discussed. Responses by Tuesday 2 January 2006.
