Regulatory controls for Irish electricity wholesale markets

CER/NIAER decision (19 pages, PDF) on "market power mitigation" measures for the Irish electricity market. The paper acknowledges responses to the consultation highlighting the fact that the proposed measures do not address potential abuses of market power, and states that the policy purpose of the measures is in fact to mitigate "the impact of concentration on the prices in the wholesale electricity markets, assuming that all other relevant competition and regulatory laws are enforced and obeyed".
