Electricity Act 1989
The Electricity Act 1989 provided for the privatisation of the electricity supply industry in Great Britain and the establishment of a licensing regime and an industry regulator, the Office of Electricity Regulation (OFFER), which has since become Ofgem).

Important amendments made since 1989 include the following:
- The regulator's structure, its statutory duties and the licensing arrangements were varied by the Utilities Act 2000.
- The regulator's "concurrent" powers for the enforcement of competition and consumer protection laws were increased by the Competition Act 1998 and the Enterprise Act 2002.
- The Energy Act 2004 provided for the introduction of a "GB system operator" and a GB-wide system of transmission access and energy settlement known as BETTA.
