The Secretary of State for Culture, Media and Sport commissioned Tim Gardam to conduct an independent review of the BBC's Digital Radio Services in April 2004. Tim Gardam's report endorses the approach to market impact assessment applied in the Graf report and the Ofcom report (see below), which focuses on the likely effects of the relevant BBC services on competition.

The Secretary of State for Culture, Media and Sport commissioned Tim Gardam to conduct an independent review of the BBC's Digital Radio Services in April 2004. This report considers the market impact in terms of the effect on commercial channels' revenues, effects in the programme supply market and effects on the long-term effectiveness of competition in the sector.

The Ofcom report was commissioned by the Secretary of State for Culture, Media and Sport, as part of the independent reviews of the BBC's digital television and radio services. Reckon LLP provided advice to Ofcom in the development and application of its approach, which considered the impact of the BBC's new services on on competition and innovation. This report provided an inputs to the reports by Tim Gardam and Patrick Barwise.
- Philip Graf Independent Review of BBC Online (July 2004)

The Secretary of State for Culture, Media and Sport commissioned Philip Graf to undertake an Independent Review of BBC Online in August 2003. The partners of Reckon LLP (then at Europe Economics) provided advice to Philip Graf on the market impact component of that review, which is reflected in Chapters 5 and 7 of the Graf report. These sections consider the potential effects of BBC Online on competition. The BBC response (PDF) to the Graf review was published October 2004.

Oliver & Ohlbaum Associates (www.oando.co.uk) prepared two market impact assessments for the BBC in anticipation of the independent reviews of the BBC's digital television and radio services. These report seek to assess the impact of the BBC services on choice, in particular by estimating the "commercial impact" of the various BBC digital services on other TV channels and radio stations. The Ofcom report argues that, although this is a valuable excercise, the market impact could go further and consider how commercial impacts may translate into effects on consumers and citizens through impacts on competition.

KPMG prepared a report, for the BBC, on the market impact of BBC Online in anticipation of the Independent Review of BBC Online, led by Philip Graf. The report seeks to draw from competition policy concepts such as "market power" and "market definition". However, competition policy does not provide an "off-the-shelf" methodology for the type of assessment required, and the analysis contained in the report is not well reconciled with the type of public interest concerns that matter to the review. The report nonetheless provides useful background material on online markets.

The Secretary of State for Culture, Media and Sport commissioned Richard Lambert to conduct an independent review of the BBC news channel BBC News 24, in March 2002. In contrast to subsequent independent reviews of BBC services, the terms of reference did not include an explicit "market impact" component. The Lambert report does not provide any detailed analysis of market impact.
- PwC Market Assessment of the BBC's Digital Curriculum Proposition (May 2002)

PwC prepared an analysis, for the BBC, of the likely market impact of the controversial "Digital Curriculum", which was eventually approved by the Secretary of State for Culture, Media and Sport in January 2003. The PwC report does not offer an appropriate conceptual basis on which to conduct market impact assessment, and presents a poor analysis of how the BBC service may affect competition. As NERA discuss in a short critique of the PWC report (PDF), in seeking to understand the likely effect of the proposed service on the market, the PwC report seems to overlook the rather important fact that the BBC service would be provided for free.
