Railways Act 1993
The Railways Act 1993 provided for the privatisation of the rail industry in Great Britain and established what remains the core of the system of economic regulation of the industry.
It has been amended by the Transport Act 2000, the Railways and Transport Safety Act 2003, the Railways Act 2005, The Railways Infrastructure (Access and Management) Regulations 2005 and The Railway (Licensing of Railway Undertakings) Regulations 2005.

- Section 4 defines the ORR's statutory duties (some of which have been amended by the Transport Act 2000, Railways and Transport Safety Act 2003 and Railways Act 2005).
- Section 17, Section 18 and Section 22 define the access regulation regime (some additional provisions relating to the ability to require facility enhancements have been introduced by the Transport Act 2000).
- Section 66(3) specifies that a franchise award is to be considered as a take-over of an enterprise operating the train services by the successful bidder, and is subject to merger control (now under the Enterprise Act 2002) on that basis. See GB passenger rail franchise merger control rules.
- Section 67, as amended by Part 2 of Schedule 9 of the Enterprise Act 2002, provides ORR with concurrent powers with OFT to initiate Market investigations under the Enterprise Act 2002.
