Utilities Act 2000
The Utilities Act 2000 reformed the regulatory regime for electricity and downstream gas in Great Britain. In particular, it formalised the merger of OFFER and Ofgas into a combined regulator Ofgem, and amending the statutory duties of the regulator.

Ofgem's statutory duties are found in the following sections:
- Section 9: duties for gas regulation.
- Section 13: duties for electricity regulation.
- Section 12 and Section 16: these duties do not apply for dispute resolution and competition powers (this largely imports the wording which originally appeared in Schedule 10 of the Competition Act 1998).
