As a limited liability partnership, Reckon is wholly owned, financed and controlled by its active senior professional staff as its partners.

This page presents contact details and an overview of the skills of the firm's three partners: Franck Latrémolière, Nicholas Francis and Pedro Fernandes.

Franck Latrémolière has experience of advising a wide range of clients on regulation and competition economics issues.

His knowledge of economic regulation encompasses price controls and other behavioural obligations, including expenditure assessments, cost of capital, incentives and ring-fencing.

In competition law, he specialises in questions of abuse of dominant position, anti-competitive regulations and State aid, particularly in sectors with complex networks of contractual relationships and regulatory obligations.

He has strong skills in mathematics and computing, and uses them to provide technical advice and develop tools for statistical analysis and quantitative modelling.

He is particularly familiar with the regulation of the electricity, rail and water sectors across the UK, and with UK and EC competition law and State aid issues involving public authorities, public services, or the media, software and technology sectors.

Nicholas Francis

Nicholas Francis has over seven years' experience of advising clients on competition and regulation economics, including competition analysis, the appropriate scope and structure of economic regulation, costing methodologies, and the potential for efficiency improvements. He has acted as lead consultant in projects for UK and European regulatory bodies and private-sector clients in sectors including media, rail and utilities.

He takes particular interest in UK broadcasting regulation and policy, as well as the UK and European competition law on abuse of a dominant position.
