Ofwat periodic review 2009 (PR09)
We can advise companies and other interested parties on all economic aspects of PR09, the Ofwat price control review 2009 for water and sewerage services in England and Wales.
Our expertise and experience
We have a clear understanding of economic regulation in the UK.
We are familiar with the structure of the water sector in England and Wales, with the data available, and with the structure and history of Ofwat's system of price controls.
We have all the necessary skills in econometric analysis and other data analysis methods to provide robust advice on relative efficiency modelling, the cost base and other cost comparisons, as well as on the forecasting of demand or of factors affecting demand.
We have a detailed knowledge of both cross-sectional and time-series methods for efficiency analysis, including COLS, panel data, SFA and DEA and the way in which these analyses can be used to inform discussions over expenditure projections.
We also familiar with the data and methods used to estimate general productivity and expenditure trends, including the use of comparator sector data.
We can advise on the implications for price controls of the possible development of competition and the application of competition law to water undertakers in the light of the developing case law.
We have directly relevant experience of efficiency studies and financing issues.
Experience: UKWIR/Ofwat efficiency methods (2006-2007)
